Health Policy in Germany
Health policy programs focus on policy analysis, comparative health-system design, and regulatory frameworks — for a doctor more interested in shaping how a health system is built than in treating patients within whatever system already exists. Coursework tends to be writing- and analysis-heavy rather than lab- or clinic-based, typically covering comparative health-system design, health law and regulation, and applied policy-analysis methods, often taught alongside students from a broader public-policy program rather than a purely health-focused cohort. Simulation exercises — drafting a policy brief for a hypothetical minister, or debating a proposed reform from opposing stakeholder positions — are a common and distinctive teaching method in these programs, meant to build practical policy-advocacy skills rather than only academic analysis. Several programs also require a supervised policy internship at a ministry, NGO, or research institute as a core, assessed part of the degree.

The Hertie School in Berlin, Bielefeld University, and the University of Bremen all run health-policy-focused graduate programs with a strong analytical and policy-writing core, several with direct connections to German federal health-policy institutions through guest lectures and internship placements. A social-science or health background is equally welcome, and most programs ask for a substantial writing sample or analytical piece alongside the standard application materials, since strong written analysis is central to the degree itself. A demonstrated interest in a specific policy area — pharmaceutical regulation, insurance design, or health-system financing, for example — helps an application stand out. A number of graduates also move into health-policy research roles at universities or independent research institutes, continuing the same analytical work in an academic rather than governmental setting.
